MFP Nomad generals

The Nomadic Raider MFP Meso-American list has the general specified as "If Present: Light Foot, Otherwise: Rabble". Neither Light Foot nor Rabble are (otherwise) compulsory, so does this mean one has to take at least one of the types anyway, or can one have a Skirmisher general in an all-Skirmisher army?

If the army is all skirmishers, then the general can be a skirmisher.
