Does the allied general element have to be an element that is a designated general type in the allied army list?

The generals of the other main army
commands may be of any troop type
except:
a. The general may not be Skirmishers,
Rabble, or Artillery unless the command
contains no other troop types.

If you have an allied command in GT, that command is a regular-sized Triumph army, and must have the general be of a normal type for the Triumph army. The paragraph you cite is relevant to subsequent "main army" commands -- not subsequent (after the first one) allied commands.
