Mounted Infantry
The battle card on Meshwesh says that mounted infantry is an all or none option. However, the entries in Meshwesh list minimum and maximum values for the battle card. Which is correct?

"This is an “all or none” ability – if a given line in the army list allows the ability, it must be purchased for all such stands or for none of them. If different lines in the same army list allow this battle card, the choice may be made separately for each line."
late Hundred Wars English for example have two lines with the mobile infantry option.
Archers and Elite Foot
This means that if you take Mobile infantry for your archers, you musty take it for all of them in your army from that line in the list.
You may then take it for the Elite Foot or not, but if you take it for the Elite Foot, you must take it for all of them.

So, in the Later HYW English list, the "0-1" allowance for Mtd Inf for the billmen effectively overrides the 0-2 for the troop-type itself if you use it? You could have two stands of billmen on foot, but only one stand if mounted, correct?
On the subject of Mtd Inf, if you dismount a column of such troops, should they close up to maintain the column as a group?

I see your point; we need to make this more clear.
If there are no numbers for the troop type then it is an all-or-none option; you may not choose to only mount some of the troops. If the army list gives limitations on how many you may have, then those limitations are required (you may not have more than the limit that start mounted on horses).

Thus teleporting the rear parts of the line forward? No. The magic "group" property wouldn't be maintained in that case.
