Minimum Close Combat Factor?

I looked for this in the rules, but could not find it. No matter what negative tactical factors may apply, a stand's combat factor is never reduced to less than 1. Correct?

You can go negative, if you are having a very bad day :)

A Pike (or Pavisiers, or...) in Difficult terrain with double overlap vs. Foot .

A Bad Horse (or Battle Taxi, or ...) in Difficult terrain with double overlap.

Nah. As Rod says, if you try hard enough you can really suck. Pike in difficult terrain with overlaps on both sides and hit in the rear is +3 base with -5 modifier: -2 so far. In Grand Triumph if it was from a demoralized command, that would be -1 more!
