Topography
Topographies are as follows:

Wild Regions
Various powers occupy Wild Regions. When defending, they count as +1 maneuver rating greater than normal (including increased chance for a flank march).

Every power that is NOT Massilia, Syracuse, Romanized Campanian, Roman or Carthaginian occupies a Wild Region.

Special and Naval Movement
Only Roman and Carthaginian armies may cross the Western Mediterranean. The governments of Rome and Carthage are too cautious to risk their navy overmuch; as such only one army from each (one Roman and one Carthaginian) may use naval movement each turn.

No navy is required to move on pathways marked with an arrow.

Alliance
The following groups start out as allies. This means they cannot invade each other initially and may move freely through each other’s territory, so long as they are allied.
  • Romans are allies to other Romans
  • Carthaginians are allies to other Carthaginians
These alliances exist only for the first strategic turn. Thereafter, all bets are off.

David, there are chronological and geographic conditions in the Polybian Roman army list. I imagine that the date limits don't apply since they all can fit into the 2nd Punic War. What about the "Only in Italy" condition?

For the Campaign Theme, if you take an army with "Only in Italy" troops, you will get a position that reflects the recruiting area of your troops, and you might well suffer a -1 Maneuver Rating (to the normal one, so a "1" base maneuver rather than a "2") if you have a large number of recent recruits (say more than 2 stands of Heavy Foot).

But it will create no limitation on where you can use your army offensively, if that's what you're asking.

Same deal in reverse for Carthaginians -- someone who takes a "Hannibal in Italy" army would have his army based in Southern Italy (if 216-203 BC) or Northern Italy (if 218-217 BC) to put him up against (close to) enemy armies he would historically have fought, but we won't otherwise limit offensive choices in the campaign. To do otherwise is too complicated and too awkward -- should we force substitutions for some troops if they attack in another theater, or force certain offensive choices? Running these things is hard enough without such mechanisms, so we keep it simple where we can.
