Double is fine. Or to be precise: there is no change to the rules, and the rules give the size in MU (16.2). Since the base width is 80mm, one MU is 40mm, which is twice what it would be in a 15mm game. So yes, double.

In practice, no particular limit -- I don't want to limit anyone's artistic genius.

Note that many players have made beautiful camps for a 15mm figure game using 6mm buildings and models -- there might be a possibility of using 15mm figures and buildings to make a really nice camp for a 28mm game.

Anyone have any ideas for flags / heraldry tiles for Rhovanion and the Kingdom of Dale? I've got a nice city design (modified from the heraldry for Hamburg) but I haven't made my mind up otherwise. Maybe or, a city proper between two pales wavy azure? ("or" means gold or yellow in heraldry, here representing fields of grain). The Kingdom of Dale covered all the territory between the River Running and ... I forget the other river.

Here's a draft for the heraldry tile for Rhovanion; the best I've come up with so far. I'm not totally happy with it, but it's not too bad.
