The rule describes the benefit. But not all foot units can receive it, and not all Elephants in the game can provide it. So we mark both the givers and the recipients.
Screenable marks the foot units that can receive the benefit of an Elephant Screen. Only some foot were given elephant screens in battle, so some units in an army may be marked as screenable and some are not.
Elephant Screen marks the Elephant units that can be removed from a game to provide that benefit. Some armies historically used their elephants this way, and some did not. Marking the elephants as well as the foot makes it more clear to players that there is an impact on the elephants (they must be removed from the battle if you want to use an Elephant Screen).
Same thing happens with Supportable and Supporting Bowmen.
