Terrain Size relative to base size
Normally I’m playing 15s with 40mm wide bases. But if I go up to 80mm wide bases on larger board, should I be scaling up the size of the terrain? Thanks

Yes, certainly. If you look in the rules, the terrain (and the map board, and the movement rates, and shooting range, and ... well... everything) is defined in MU. See Table 2, page 7, of the rules.
One MU is 1/2 a base width. See rule 3.2. If you have 80mm bases, one MU is 40mm. If you have 40mm bases, one MU is 20mm. If, like Rod Cain, you run the battle of Troy using 3" tall figures on 8" bases, one MU (for that game) is 4".

So obvious. I can't believe didn't think of that. I'm going to blame it on that I'm still adjusting to moving the clocks forward.
thank you.
