For play testing the new archer rules, the HYW English armies do not have anyway to dismount the Knights right now. So for any of the historical battles you'd want to dismount most of the knights. You can then use a historical deployment with the Dismounted Knights

Is the plan to handle this as was done in the tournament with battle cards? If so, any changes to those rules and point costs?

Knights with the ability to dismount during deployment (NOT afterwards) have the Deployment Dismounting battle card. That costs 1/2 point per such knight (round costs up). You have to take all of them or none of them with the ability (battle card); you can't say "I'm only paying for these two and these other two don't have the ability".

So if you have HYW English with 2x Knights, 9x Archer, and 1x Arty, with the Knights having Deployment Dismounting, then that is exactly 48 pts.
