The list states that the General must be Javelin Cavalry, yet the minimum required is zero?
Should the General also be allowed to be Elite Foot, if no Javelin Cavalry are present?

There are a number of armies with that issue.
There is no easy way in the database to represent armies where the general must be a type that might be in very small numbers in the army (insufficient to be a full stand worth). The old DBA system was just to have a minimum of 1 of that type -- which works sometimes, and fails spectacularly other times. In DBM the issue wasn't as important because there was a much larger number of stands.
So any time the General must be X (or X/Y/Z) and you can have a legal army with 0 X (or with 0 total X/Y/Z), make the General anything you like. The critical thing is that if you DO take any Javelin Cavalry, one must be the General.
