Since the battle taxi only costs 3 points, it can easily be replaced by more infantry, since light or heavy infantry also only costs 3 points...
...why are the Achaeans allowed to have a fortified camp but the Trojans are not???

If you're referring to the siege of Troy, that's good evidence for the Achaeans creating a fortified camp (there were battles where their camp was assaulted) -- and Troy itself is a city (and unassailable within a single battle, or if you believe Homer, unassailable within 10 years of battles) and so not evidence for the Trojans doing it in that siege.
