Army Lists with "OR"

when an army list, such as Nubian "Archers or Skirmishers min 6 max 16 ", does this mean a combination of Archer/Skirmish? (6 Arch + 3 Skirm = (24+9= 33 pts)) or one or the other? Thanks.

Any combination of Archers and Skirmisher; must have at least 6 such troop stands, and maximum of 16 of them.

So 5 Archers and 1 Skirmisher would fit that restriction.
