“Or” in Army Lists

The Nubians can have 6-16 “Archers or Skirmishers”. Can you select a mix of these two types, or must it be all archers or all skirmishers?
Mix. If it was all archers or all skirmishers it would say archers [all] or skirmishers [all]. This sort of all-one or all-the-other list is fairly rare. Took me some time to find an example. Might only be ten or twenty army lists that use this mechanism.
