Specifically, my viking huscarls are 3 to a stand, but would be 4 as elite infantry. Likewise the bowmen.
Also, what is the rationale of raiders having 4 to a stand? As open order I would have expected 2.

The basing standards are meant to be guidelines so when meeting other players your armies are more immediately identifiable.
If you have 3 to a 15mm deep stand (assuming 15mm on 40mm wide here) to represent heavy foot and 4 to represent elite, I see no real issue with that.
Raiders 4 to a 20mm deep stand allows you to stager them and make them look less like a solid shield wall while still differentiating from light foot which are also on the same base depth.
20mm is an open order base depth, 15mm deep is closed order.
