In the attached pdf file, I have shown a situation involving rule 54.4 (moving to flank contact) which occurred in a game this week.

Rule 54.4 just forbids moving from ahead to full flank contact.

We wondered if partial flank contact as shown was allowed in this situation.

All three of those moves would be legal because you are not ending in flank contact with the enemy.

Flank contact is defined as the entire front edge of your stand covering the entire flank edge of he enemy, so even in the cases where you are touching it is incidental contact and does not initiate combat.

That’s the spirit of the rule right? You can’t go from if don’t to round the side in one bound but you can at least zoc him to slow him down and then next bound flank fight. Is that the intention?

Yes, you can certainly move into a flanking position, but only into ZOC if you did not already start on the flank.

The enemy can respond by trying to turn if they have the opportunity (i.e. command PIPs and no bigger problems).

You cannot charge an enemy (enter combat) in a different flank than you started on at the beginning of your movement.
