At what point during deployment is the garrison of a camp declared to your opponent: when the camp is deployed or when the stand that is to become the garrison would have been deployed?

I know we discussed this at Historicon, but for the sake of capturing it here.

The camp garrison is declared when the unit used to as the garrison would be deployed.
