Contemplating a scenario set during the Italian Wars . . .
Looked over the rules, paying attention to the artillery sections, as I figure to have a number of bombards, etc.
One rule reads: Non-active player shots first, if he has ranged missile troops, followed by active player.
So, using this, my Venetians, who are the active side in this pretend turn (Turn 4, let's say), roll command dice and move. The Papal troops respond by shooting some archer units and some artillery.
Going back to the Venetians, they can reply with archers or pavisiers, but not with artillery, right? Or can they?
In another section or rule, it reads/states: Artillery may shoot in their turn, but not in the opposing army's turn - even if shot at. (I get the point about not being able to fire if they moved at all.)
How is "their turn" defined? Turning to the rules again, I see 29.2 explaining about the active player . . . OK. However, 29.2.c states that BOTH players resolve ranged combat. Going back to my first part, in this case, the non-active player would shoot or resolve first. BUT, if he had artillery stands, he could not choose targets for them until he became the active player? If so, his artillery would still shoot second, and so, perhaps be subject to enemy archers or other units moving up to take advantage of the presumed loading interval?

In your scenario, the Papal troops cannot shoot their artillery.
The active player is the one rolling command PIPs and moving.
