Just double checking on the Dacian list which says it is Ready. No allies? Legacy and other rule systems seem to indicate Sarmatian allies, other neighbor Germans and Celts. Some legacy systems do; some do not; and sometimes they disagree. For example, I think DBA 2.2 had Sarmatian allies, but none...

Interesting. However, a covering "like a board" seems more like a mantlet or perhaps a pavise than armor, so "put it on" doesn't fit. Whether or not there are wheels isn't the issue. Is, BTW, Chariots the appropriate classification for Sumerian battle-carts? The troop definitions suggest that javelin-chucking chariots should be Battle Taxis. (I'm incidentally somewhat puzzled that javelins should make you BT but a lance make you Ch: Surely the latter is even more short-ranged.)...
