The basing standards are meant to be guidelines so when meeting other players your armies are more immediately identifiable. If you have 3 to a 15mm deep stand (assuming 15mm on 40mm wide here) to represent heavy foot and 4 to represent elite, I see no real issue with that. Raiders 4 to a 20mm deep ...
