Thanks guys, the surface is paintable caulk from Home Depot. I basically smear I on by hand (little water to wet your hand), then I use a large stiff bristle brush to dab at it (not brush but dab). It helps if the brush is a little wet. The wetter the brush the less it will lift the caulk. So by var...

It can be because you can use a March move to "grab" terrain or control of the center of the battlefield while getting close enough to shutdown the enemy from March moving.
