Edit: Used an online scale converter. I play in 10mm w a 40mm frontage. Unless I miscalculated, an effective archery range should be 30 MU, or that the miniature scale should be 1mm. But also, any projectile would be faster than any movement regardless of effective range, so when faster units reach shooters without being shot at it seems wrong. What would be the downside to having a shooter range of say 8", and a lower CF? I assume there is a reason given the history, but I can't figure it out myself. As Rod says, nobody did massed group fire (which is what shooters do) beyond their effective range. I suspect you're thinking in a skirmish...
