Hi,
Yes a single elephant stand requires an extra pip (2 total pips) to move. And any group with 1 or more elephants requires an extra pip to move (as a group).
The Pike block (with elephant screen battle card benefit) is still Pike, so does not require the extra pip to move.

Keep in mind that the numbers of figures per base are optional. The rules provide recommended number of figures per base to help visually differentiate between similar troop types. I think the bigger issue is to be consistent with basing within your collection. And then if you do something that does...

I have a friend that has all his armies based for Impetus on 120mm x 40mm inf, 120mm x 60mm cav stands etc. So if we used these stands as a single element I am calculating we would need a 9.5' x 6'3 table by basically double the 30mm MU table size in the book.
