I don't think you need any special rules. The legions had a hilltop battleline, giving them a +1 bonus in Triumph terms. So the legions are +6 vs the warriors at +3. You have a point about massed volleys. Archery was presitigious in India, but I am not seeing actual mentions of it having effect on the battlefield. Welcome to Triumph. Unlike most miniatures games, skill is important in Triumph as you try to optimize the use of your forces and make every pip count. In this system games can be played an ordinary table in 1 hour and you can handle any Anicient/Medieval/Fantasy army.

Indian archers were using longbows, drawing back to the ear and were a prestigious part of the army. They clearly should be Archer/Shooter.

I ran the Orcs vs Elves starter pack. The Elves won easily as the Orc player decided to use "historical" orcish tactics (run straight at the enemy). I need to make get some miniatures specifically for this starter pack.

That's very important if we ever expand Triumph to the Renaissance/Pike and Shot era, but irrelevant for earlier.
